Key features

Plenary Environment has worked hard to respond to the priorities for the facility as identified through local community consultation and outlined in the tender criteria.

The new facility includes the following key features:

  • a fully enclosed process with no dust and zero odour beyond Barwon Water’s fence;
  • no taller than the existing buildings at Black Rock Water Reclamation Plant;
  • indirect drying that does not involve burning or incinerating biosolids;
  • no visible air emissions;
  • a substantial investment in landscaping comprehensive safety systems;
  • a small footprint;
  • the highest quality and safe biosolids product; and
  • truck movements reduced by 1000 per year.

The project will result in:

  • 100% beneficial use of biosolids as fossil fuel replacement or fertiliser;
  • 80% reduction in land area required for biosolids processing at Black Rock Water Reclamation Plant;
  • 40% reduction in greenhouse gas emissions when compared with biosolids treatment by long-term storage;
  • 60% fewer truck movements, reducing greenhouse emissions by more than 300 tonnes per year;
  • zero odour emissions arising from the treatment and application of biosolids; and
  • a fully enclosed, no dust solution.
